Workshop 3 | The CSBG Tribal Administrator Handbook: A Guide to Successful Program Administration
The CSBG Tribal Administrator Handbook is being developed as a comprehensive guide for CSBG Tribal Administrators. It is a key resource tool that outlines programmatic expectations, policies, and procedures of CSBG. In this session, participants will get introduced to the handbook outline and have the opportunity to provide input and feedback on the handbook project.

Monica Toya, Program Associate, Tribal Training & Technical Assistance, Lux Consulting Group, Inc. — Ms. Toya is an experienced Tribal program administrator and grants manager responsible for policy, procedure and process improvement initiatives at the Pueblo of Jemez. Monica brings over fifteen years of experience with the Low Income Home Energy Assistance Program (LIHEAP), Community Services Block Grant (CSBG), Low-Income Household Water Assistance Program (LIHWAP), as well as the Administration on Aging’s Title VI Program. As a member of the National Energy and Utility Affordability Coalition (NEUAC), Ms. Toya worked to ensure Indian Country was represented nationally. She is also the proud mother of three.
Nicole Oxendine, Vice President, Tribal Training & Technical Assistance Lux Consulting Group, Inc. — With a commitment to empowering women, children, and Native communities, Nicole has held senior positions in several key national organizations over the past thirty years, including the Children’s Defense Fund, the National Women’s Law Center, and the Smithsonian’s National Museum of the American Indian. Nicole is also the mother of three and a proudly enrolled member of the Lumbee Tribe of North Carolina.
